Foreign Service Institute Language Courses The U.S. Foreign Service Institute has developed courses to teach foreign languages to government diplomats and personnel for their duties abroad -- and many of its courses are available on-line for free. Most of the material that they developed before 1989 are within the public domain. Which means you can freely access audio, texts, and tests in 41 different languages. These courses are available at http://fsi-language-courses.org/ Note that this web site for FSI Language Courses is not actually maintained by the U.S. government itself but through the efforts of others. Most major languages have student texts in PDF format, and audio in MP3 format.
